Multifamily Pilot Program Overview

SEPTA’s Key Advantage Multifamily Program is a pilot initiative supported by a Travel Options Program (TOP) Grant that brings seamless, unlimited transit access directly to residential properties through a simplified, property-based model. Building on the success of SEPTA’s employer and university transit programs, this initiative partners with property owners and managers to integrate transit as a built-in resident amenity. SEPTA manages the enrollment, activation and ongoing administration of the program, allowing tenants to access the full transit system without monthly coordination, while property partners benefit from a streamlined, turnkey solution designed to enhance resident experience and improve overall property value.

How the Program Works

• Property provides tenant eligibility roster
• SEPTA handles enrollment + pass activation
• Residents enroll with a SEPTA Key card to receive unlimited system-wide access
• Ongoing support + reporting provided by SEPTA

Multifamily Program Details

• Minimum participation: 50 units (or equivalent eligibility basis)

  • Number of beds

• Program is designed as a universal benefit (all eligible residents included)
• Pricing typically ranges from $20 – $35 per unit/month
  • Two available models:
    • Guaranteed Pricing (predictable flat rate)
    • Usage-Based Pricing (based on actual ridership)
• Administrative fees covered (up to grant-supported limits)
