Leadership

Scott A. Sauer, General Manager

Scott A. Sauer serves as General Manager of the Southeastern Pennsylvania Transportation Authority (SEPTA), the nation’s sixth-largest public transit system and the largest in the Commonwealth of Pennsylvania. A second-generation transit professional, Scott began his career as a SEPTA trolley operator at age 19 and has spent more than three decades advancing through the organization into senior leadership roles, including oversight of System Safety and Operations. After serving as interim General Manager, Scott was named to the permanent position in 2025.

As General Manager, Scott oversees a $2.7 billion budget and a workforce of 9,500 employees dedicated to delivering safe, reliable and customer-focused transit service throughout southeastern Pennsylvania – a five-county region home to five million people. Today, SEPTA’s six transit modes provide 800,000 daily trips, connecting riders to work, school, essential services, and opportunity while supporting the region’s role as the economic engine for Pennsylvania.

Scott has led SEPTA through one of the most challenging periods in its history and is driving its recovery with a back-to-basics focus on safety, reliability, and customer service. By advancing internal efficiencies, developing new revenue streams, improving signage throughout the system and delivering more reliable service, the Authority manages major global events, including the 2026 FIFA World Cup and the United States Semiquincentennial, and is positioned for a best-in-class future.
