Crews will remove trolley tracks on 11th Street from Diamond Street to Girard Avenue. Tracks will be removed from all intersections, except for Girard Avenue. Trolley poles will also be removed. The new paving should result in fewer vibrations and a smoother ride for buses and other vehicular traffic.
Project Location and Hours
The work will take place on 11th Street beginning at Diamond Street and extending to Girard Avenue in four phases from June 8 through August 8, 2026.
Normal construction hours are 7 am to 6 pm Mondays-Fridays. Occasional weekend work may also be needed to maintain the project’s timeline.
Impact on Riders
Bus Route 23 will be detoured for the duration of the project. Check for posted signs.

Impact on Area Traffic
11th Street will be closed in segments as crews complete their work. Two blocks at a time will be closed. Once the closed streets are completed, they will be reopened.
The planned schedule for closures is as follows:
- Phase 1 (June 8-22): Diamond Street to Berks Street
- Phase 2 (June 23-July 7): Berks Street to Cecil B. Moore Avenue
- Phase 3 (July 8-22): Cecil B. Moore Avenue to Jefferson Street
- Phase 4 (July 23-August 8): Jefferson Street to Girard Avenue
Depending on the Phase, motorists traveling northbound or southbound through the area will be detoured via 9th Street, 10th Street, 12th Street and 13th Street. Posted traffic detours will be erected and maintained around the work area in progress. Local traffic will be permitted up to the construction zone.
Emergency vehicles will have uninterrupted access. Arrangements will be made to accommodate trash collection and other city utilities as needed. Delivery vehicles will have limited access; drivers may have to park and carry parcels to a specific location.
Vehicular parking will not be permitted in the construction zone or adjacent to the
tracks being removed. “No Parking” signs will be posted.
Pedestrian access will be maintained during construction.
Project Details
- Construction includes the excavation of rail and restoration of the track area with new concrete/asphalt.
- With projects like this, it is not uncommon that SEPTA crews encounter underground water leaks. If this happens, the Philadelphia Water Department is immediately notified.
- The Philadelphia Streets Department has a roadway improvement project for this section of 11th Street which will include speed cushions and sidewalk extensions. It is currently being designed, and construction is not expected to begin until 2027.
