PHILADELPHIA (February 12, 2026) – SEPTA today announced the formal establishment and significant expansion of its Small Business Enterprise (SBE) Program, reinforcing the Authority’s commitment to supplier diversity, economic inclusion and regional business growth.
Originally launched as a pilot initiative in October 2022 under SEPTA’s Disadvantaged Business Enterprise (DBE) program, the SBE program was created to expand access to procurement opportunities for smaller and newer businesses that may not have been able to compete under traditional contracting models. By lowering barriers to entry and offering targeted set-aside opportunities, the program has successfully broadened participation in both state and federally funded contracts.
A key milestone in the program’s evolution is the increase of the SBE set-aside contract threshold from $3,000 to $250,000. This significant expansion enables qualifying small businesses to compete for contracts of much greater scope and value, creating new pathways for business growth, workforce expansion and long-term sustainability.
The SBE program plays a vital role in supporting economic opportunity across the region:
